A video obtained by a Utica, NY news website raises the possibility that Utica Police officers planted evidence on a black couple during a traffic stop early in 2011. The silent video, below, clearly shows a police officer reaching into his back pocket (at the 1:03 minute mark of the video), pulling out what appears to be a small plastic bag and reaching the bag back into the car. Moments later, the same police officer can be seen (at the 1:30 minute mark of the video) pulling out a similar-looking bag (but larger and fuller) out of the car and walking away from the vehicle.

its very simple, he took an empty bag from pocket to put loose particles of illegal substances in the bag from the floor of the car!
No big deal, they are Police. Police do this kind of thing and much worse, it is expected behaviour now.
The pot he pulled from his pocket he put into another bag he found in the car and could now say the driver had lkept the dope therein.
Cop takes out empty evidence bag, uses it to collect drugs in the vehicle, and comes out with full bag. I don't see what the problem is
