Simcha Felder Discusses "Gotcha Bill" on NY1

Councilmen Simcha Felder and James Vacca announced new legislation last month (01/12/2009) that would create a five-minute grace period before police could ticket cars once alternate-side parking rules go into effect or Muni-meter receipts expire.

The council members say tickets should be issued to get drivers to obey the law – not to raise revenue.

"Tickets are supposed to be for compliance," said Felder. "Compliance doesn't mean we're running some sort of dictatorship or hounding people the minute they do something wrong. We're not in a prison; we're not anywhere where people should be penalized to that extent."

According to the councilmen, last year there were 276,000 alternate-side parking tickets issued within five minutes of the regulations taking effect.
