Lag Baomer Celebration in Monroe with the Satmar Rebbe Reb Ahron while the crowd sings a song from the Rebbe Rashab - The 5th Lubavitcher Rebbe - known as the Hachanh Nigun or Der Rastover Nigun.
I Believe it's a Charitonov Nigun.
Lag B'omer 2008.
This sobering tune was traditionally sung by the assembled at a Farbrengen with the Rebbe, of righteous memory, as he prepared to deliver a Chassidic discourse. First introduced in Rostov, Russia, and often sung by the fifth Chabad Rebbe Rabbi Sholom DovBer. This tune helps the soul free itself from the confines of the body, preparing it, as it were, to absorb the G-dliness in Torah. From Chabad.org

It's in fact not the Rostover Nigun, but rather an emes'er poilisher niggun that sounds very similar -if you listen carefully you'll notice that it is sung slightly differently.
its called the rosstuver nigun
Mottel, why do you say that? most of the Lubavitcher Ngunum or Negunim that we sing in lubavitch are sung slightly different elsewhere. so the slight difference should not shock you.
It definitely is the Rostover Nigun.
Reb Yoel miSatmar would sing this niggun when he would daven by the Amud by Kedusha of Shacharis on Shabbos (mimkomoch...). Question is where did he pick up the niggun? So the story is told of him being in Arbeitslager together with a Lubavitcher Chossid who would sing this niggun every day on their way to work, and with that uplifted the mood of the 300 Jews working with them.
Only problem with this story is that the Satmar Rebbe was not one day in an Arbeitslager....
