all cups have some clear water in them already when he starts the trick, but you only notice that white powder (baking soda?) that he put in, so it always looks like more water is appearing.
proof: 1) as the first drop goes in to the next cup it is less white because there is allot of clear water.
2) also you can see the water moving in the cup before he pores.
the last cup is big enough to fill all the cups mostly

very simple.
There's already some (clear) water in each of the cups.
each cup is narrower inside (thicker), so they all hold the same ammount
how corny can you get?
